Working Meeting Minutes
January 31, 2005
Tennis Courts

Present: Lee Medart, Renae Tvedt, Jeffrey Siewert, Phyllis Pacyna-Fleming, Gary Brown , Shirley Mora, Denise Cavanaugh, Shelia Spicola, Lisa DeVitto, Lorraine Smith, and Charner Reese, and Planning Commission representatives: Terry Cullen, Rose Petrucha.

Absent: Andy Hayes,Renee Meehan, Pam Tayon, (unexcused) (Note: an excused absence is one that the Chair has been notified before the meeting that the member cannot make it.)

Meeting was called to order at 6:36 pm. Quorum noted.

Reports

Last week was a very productive meeting. We agreed that May 5 th would be our open-house date from 5pm – 8pm. It was suggested that we’d do some things to draw in more people such as food – spaghetti was suggested; Scott Jorgensen of Estella’s said Cinco de Mayo MUST be tacos!!!

Gary said the Moriss’ were agreeable to us having the open-house in their “hardware” store if it was not leased. It was decided that we couldn’t have that kind of unclear place to have the Open house but that they did say they would be glad to have any posters; drawings, etc. advertising the open-house.

The Chair announced that TGH would like to meet with us to express what their plans are and also to get feedback from us how that fits into the VISION and or the PLAN we’re creating. She explained to TGH that we were under the sunshine law and that we had to public notice the meeting; she also explained to TGH that we are not a group that takes a position it would only be an exchange of information. Terry suggested that we should be able to get their long-range plans – they are a public organization and their long-range plan is open to the public. It was agreed that we would have TGH give a presentation to the Task Force to exchange information February 15 th, place to be determined.

Gary reviewed the options for Commercial: 1. No expansion or no new growth; 2. If the Village grew it would grow along E. Davis; 3. If the Village grew, it might grow east towards the water. Issues to discuss and show graphically under the two new headings; line attributes, streetscapes and parking in all three of these options; also the vertical mass might be different in the last two options; esthetics – what does this look like physically on the buildings – awnings or some kind of overlay district which speaks to like only tile roofs if the buildings get a new roof and stuff like that. Gary looked at the aerials that Rose had brought. Gary suggested that the hospital, marina, airport, yacht club and HCC need to be discussed because he didn’t know much about those areas. Base maps with physical boundaries; color coded; get the maps big enough so that we can mark on the drawings certain physical attributes or design attributes have a number or letter showing then a sketch or photograph showing what the village looks like and then an overlay what it could look like.

Parks & Rec – needs photographs, has what sketches she needs. Charner commented that on her survey returns there was a high response for recreational programs but a low interest in getting a recreational building for the programs. The relationship between the two options needs to be brought out. High percentage of skateboards.

Transportation – Phyllis read out the values. Three issues with transportation: Number 1 issue on the islands is speeding; parking and multi-modal transportation. Phyllis also read off some other information from Jeffery’s research: Develop outreach: educate Islanders about bicycles, pedestrians and traffic. In speeding last week there was two areas we hadn’t address. We were speaking to specific measures that we are going to illustrate at the Open-house. Public transportation does relate to speeding by getting more cars off the streets – lets describe the actual graphic than laundry-list the options – you’ll have the main options that will be selected with the graphic along-side of it. Or signage – South Davis has a width that could accommodate 30 times the amount of traffic it has right now. We could increase the greenspace, give space for the linear walk; it is something we can show graphically and we have statistics to back it up; also reduce the speed. People tend to drive faster if they have wide pavement than if the pavement is narrow and obstacles in the way. Traffic calming devices makes drivers drive more slowly and it increases the esthetics of the area with trees and plants right on the public property. West Davis – statistics from the bridge at Ladoga down to Martinique. Much wider pavement than necessary, speeds approaching 60 miles an hour and the capacity of the road width is no where near what is necessary. Parking on West Davis is none existent. Terry suggested that a visual widening on South Davis include linear parkway and on West Davis visual show a median – another method of traffic control.
