Working Meeting Minutes
January 25, 2005
Tennis Courts

Present: Lee Medart, Renae Tvedt, Renee Meehan, Jeffrey Siewert, Phyllis Pacyna-Fleming, Gary Brown, Shirley Mora, Denise Cavanaugh, Shelia Spicola, Pam Tayon, Charner Reese, and Planning Commission representatives: Terry Cullen, Rose Petrucha.

Absent: Lisa DeVitto, Lorraine Smith, and Andy Hayes, (unexcused) (Note: an ex-cused absence is one that the Chair has been notified before the meeting that the mem-ber cannot make it.)

Meeting was called to order at 6:33 pm. Quorum noted.

Reports

Chair reported that she had been noticed of a Downtown Transportation Vision Stakeholder meeting on Friday, February 4th from 9am – 11am, on the 26th floor of the County Building. The Chair encouraged the Task Force to take part in this because Davis Islands should be included in the transportation plans for Downtown.

The Chair also stated that the minutes from Oct 19th, Nov 11th , Nov 22nd , Dec 6th, Jan 4th and Jan 25th meeting minutes will be gotten to the Task Force by Feb 11th.

TGH has requested a meeting with the Task Force to exchange information of planning details. The Chair noted that she had stated that we were under the Sunshine Law and the meeting would be noticed. She also stated that she told John Dunn that the Task Force doesn’t take a position that we could relate to them what we have gathered in our VISION and what options we are putting to the community in our next Open-house meeting. We discussed the particulars of the meeting. The communication will be two-way. It was agreed that we would have them present to one of our meetings but not one of our scheduled ones.

Unfinished Business

Date and time for Open-house – 5pm – 8pm – April 21st Thurs Community Awards Pro-gram (submission package – Early February (Public Communication)) 5th of May at DI Baptist Church – display sketches in Hardware Store windows.

At open-house meeting use displays more than words. Terry suggested that we come up with an inventory of all the graphics showing all the options for all the different areas. Then take a close look at that and find out what’s going to be required. Certain types of graphics will stand out: Mapping, sketches, combination sketches and photographs - de-velop 3 or 4 types of graphics and identify who has the expertise to produce those.

Gary Brown - Commercial: Suggestion for commercial is an overlay map showing growth to the North and to the East. Do nothing – if the buildings didn’t change the fenestrations might show change – signage. Renderings to support those would take in a lot of different issues; perhaps certain concepts of each rendering (courtyards, additional landscaping, long rights away) one rendering could have a lot of different concepts illustrated in it - talk-ing 2-dimensional; 3-dimensional and so on. Commercial dove-tails with Residential. Renae suggested using photographs. Terry enumerated the options for commercial: 1. Growth Option; 2. Design Attributes of it (looking at streetscape options) – in each one of the overlays show four different parking locations for analysis for solution. The park con-nected to the Village changes dramatically based on the option of where the Village grows and that should be shown graphically.

  • Different growth scenario; not just horizontal but also vertical – show massing – 1 rendering might show 10 different options, i.e., fenestrations, sign attributes, colors – put people physically in the spot.
  • Different streetscapes
  • Different uses; types issues
  • Different parking
  • Jeffery Siewert – Transportation: Overlay map showing identified traffic calming areas needed; give data from the street-tube findings; show bridge traffic calming sketch from City; - Options:

  • Do Nothing – put changing speed limit signs – explain it is not effective
  • Islands-wide Traffic Calming Study
  • Multi-use systems non modal
  • Parking – show different ways of parking (show how to create more parking spaces) what do we need and what are we willing to do to get – vertical solutions and horizon-tal solutions (Davis, E. Davis primarily – Columbia?) – Terry suggested that Gary get necessary info from Jeffery for planning for the Village parking.

  • Investigate current transit usage and determine Islands’ specific needs and essential improvements
  • Evaluate pros and cons of increased enforcement
  • From the Bridge to the Apex – show an aerial (chicane, traffic circle, traffic separators)
  • Use all three maximize traffic calming – if you only use two or one of them it will only do a partial job - do you like all three? or would you be willing to trade off some traffic calming results – at the side list other options – just a picture
  • Apex – Chesapeake: Intense urban environment
  • Two cross-walks in front of 220 and then one in the middle of the block from Biscayne to Chesapeake – huge pavement – wasted space
  • Transportation Summarized: Out of the 4 areas that we are looking at for the options for the speeding, we’ve talked about two of them. Need to pick up on the remaining two; started a little bit on the parking and we need to talk more about that and the multi-use modal. Time is well spent on speeding because that is a major concern of the Islanders. It will probably take another week or two on discussing this inventory because integrations are coming to light that need to be seamlessly integrated. After the inventory is developed, then our meetings will switch to produc-tion mode of sketches, ideas, etc. Have all the architects and others that are going to be developing the displays be at all our March Meetings.
