Working Meeting Minutes
November 11, 2004

Present: Lee Medart, Phyllis Pacyna-Fleming, Shirley Mora, Denise Cavanaugh, Gary Brown, Lorraine Smith, Renae Tvedt, Charner Reese, and Lisa DeVitto and Planning Commission representative: Rose Petrucha.
Absent: Pam Tayon, Andy Hayes, Jeffrey Siewert, Renee Meehan, (unexcused) Shelia Spicola, (Excused) (Note: an excused absence is one that the Chair has been notified before the meeting that the member cannot make it.)
Meeting was called to order at 6:40 pm. Quorum noted.

Reports
Charner reported her portion on Parks, Recreation and Open Space. She also reported on her Table of Contents for the PLAN and suggested that we all follow the outline. Charner stated that after feedback from the articles stating options perhaps we won’t put all the options in the plan but strate-gies.
Gary Brown went over his summary for Commercial/Mixed Use section of the PLAN. Instead of getting into the implementation rather make sure that we list priorities.
The Chair brought up the Building Guidelines she had found on the internet that she thought would be good to include in the PLAN. There was discus-sion as to guidelines for the PLAN. The Chair gave a copy of the guidelines (hard copy) for Rose to review.
Charner reported on the meeting with DICA about the revised VISION that she presented to the Board and they endorsed it verbally. Charner is going to get Janice to give her a written document on DICA letterhead indicating that they endorsed it.
DICA was unanimously opposed to the TGH taking over the parkland for a Garage. They want to build a coalition – they want to work with the Task Force, Adalia Apartments, etc.
Timeline request from Lisa – Open House in Feb 2005 and hopefully present the PLAN in March or April – and if we can’t make those two dates we’re going to have to wait until people come back. Charner asked about the arti-cles in the newspaper and Gary suggested that all sketches might bring peo-ple out to the Open-House – Discussion ensued about her article to go into the December issue of the newspaper.
The Chair reported that she had asked Susie McLain to find some architects to do some sketches for us and she reported last night that Antonio Amadeus and Freddie Ferlita had agreed to do some sketches for us.
There was much discussion on the upcoming article from Charner for the Newspaper.
Charner went through in detail the Table of Content she is suggesting for the PLAN. Charner asked that the Chair send her the historic section from the 1975 plan.
Residential Overlay District: The Chair had worked on the Residential sec-tion and suggested that we should do include – Conservation Overlay District to protect the historic buildings until they can be owner-voluntarily protec-tive. Lisa disagreed as to the district overlay. Gary suggested that with whatever options we come up with we have to go back to the vision and chal-lenge if this option is in the VISION – if it’s not supported by the vision, then we have grossly misread it. Gary suggested that the design guidelines from CA that the Chair was referring to should be read by all task force members. Lorraine requested a meeting with the residential group – Lisa was busy for the most of the next two weeks and it worked out that we didn’t make a meeting time.
Transportation: Items were sent out to each of the Task Force members and Charner was complimentary about the contents but needing composition format and Phyllis has offered to help put his piece together.
Commercial: No changes had been made since the summer so he will put it into the format suggested by Charner.
