Meeting was called to order at 6:35 pm. Quorum noted.
Minutes to the last 3 meetings were not presented.
Presentation
Annie Hart, Administrator of the Historic Preservation Commission of the City of Tampa gave the members an
overview of the processes we could use to preserve our historic buildings on Davis Islands. In 1985, a survey
was done of the historic buildings on Davis Islands (both residential and commercial). Annie showed us a
map of the identified buildings and will get us a copy. HPC has Davis Islands’ on their work-plan and
have been waiting to hear from us as to when we were ready to start the process. Handouts were passed giving
details on the various preservation techniques that are available to us. To be listed on the National Historic
Registry, it requires the owner’s agreement and some of the houses surveyed in 1985 are not on the
list because the owner opted not to be a member. She suggested that if another survey was done now, we could
include houses built in the 30’s and 40’s and the area would be more compatible to be named a
historic district.
Historic Conservation is another process we could use to protect our heritage. We would still want to do individual
designations on the National Register Properties and the owners would have to agree to be listed. Guidelines
associated with being on the register are that any renovations would have to go before ARB (Architectural Review
Board). The benefit of being in the Historical designation is that the owner is eligible for the discounted
Property Tax and commercial buildings get a federal tax cut. To count the years 30s, 40s, & possibly the
50s the Historical group would have to look at the “character” of the buildings to see when it
began to change – the 40s were fairly consistent in the character. Charner suggested that in the plan
that we could recommend a survey could be done to include newer houses that are at least 50 years old and also
a survey of the residents of those houses to see if they are interested in seeking a designation such as the
Palace of Florence did, or a broader area of protection. Annie suggested that we could do an overlay and come
back and do a historic district after that. An overlay would help protect the character of the neighborhood.
It will take a while for the HPC to do a survey like that, mainly because they have not been surveyed before – all
the newer homes. It can be called a Residential Overlay or a Historic Conservation Overlay – either one.
Terry Cullen asked if we could bring the community together for a historic preservation if Annie could moderate
it and she agreed. She suggested that the next step for us would be to get the community together to see if
they are interested in historic preservation.
New Business:
Meeting with Executive Board of DICA, July 28, 2004 – The Chair had sent out to the Task Force the minutes
to the meeting; Terry summated the meeting. (As a sidebar, Terry announced that the City Council has initiated
a plan amendment asking the Planning Commission to figure out how to incorporate the Tampa Heights Neighborhood
Plan into the comprehensive plan.) The outcome was that the Civic Association asked that we:

Write on the VISION, that it is not a legal document
·
Condense the VISION to a one page summary
·
Wanted the City of Tampa and Planning Commission’s logos to be less prominently displayed
·
Stamp DRAFT on the VISION
It was decided that the VISION wording would be changed where it might be ambiguous in places to some. That
it wasn’t possible to condense the document without losing nuances and directions to the Task Force members.
Indicate in some fashion that it is not a legal document; Move City of Tampa and Planning Commissions logos
to a less prominent spot so it doesn’t appear that it is not a community document but that the Task Force
is in partnership with the City and Commission. It was decided that the VISION had been approved by the community
in the November presentation of it therefore it was not a DRAFT but rather an approved document by the community.
The input from major stakeholders is to document what they may see as detrimental to their future operations.
Charner volunteered to do the adjustments. Charner was asked to touch base with Rudy Fernandez to have two
people on the board understanding where she was going. She agreed. Charner will make the changes using the “Track
Changes” under the Tools menu on the Word toolbar so that when the Chair sends the document to the Task
Force the changes are readily evident.
Transportation Report: Jeffrey Siewert gave a verbal report on the “Tubes-on-the-Road” (traffic
counters and speed) that his company placed. He also stated that his write-up on the Transportation document
is about 40 pages long. He verbally reported his data that he has collected on E, W & S Davis traffic statistics;
69% of the vehicles on Davis were exceeding 35 mph. There is much less percentage on South and East Davis.
These are statistics taken to get our arms around data rather than perception. More than 10% of all the people
were speeding over the speed limit. On West Davis most of the people were speeding 40 mph. Terry suggested
that he put in that it would be interesting to put in who is impeded by that speed. Such that it takes a pedestrian
xx number of minutes to cross a 4-lane road and how hard is that for them to do if the speed is 40mph. The
Chair suggested that Transportation bring his written document at the next meeting.
Charner stated her concern over the fact that we are looking towards November but that we hadn’t gotten
written documentation from any of the groups and we need to start getting it together.
We agreed to meet twice a month and in August we will meet the 30th and in September the second Monday of
the month, the 13th. In two weeks we will look at the DICA document and comment; and review documents from
each of the groups, no matter what state they are in bring copies – preferably sent to the Chair by email,
which will be forwarded on to the rest of the Task Force

will handout written documents to the members for their perusal and discussion in preparation for our September
13th meeting where we will begin to weave the separate reports into a whole PLAN.
