Working Meeting Minutes
March 8, 2004

Present: Dennis Cavanaugh, Charner Reese, Lee Medart, Gary Brown, Lisa DeVitto, Renee Meehan, Pam Tayon, Lorraine Smith, and Jeffrey Siewert. Planning Commission Advisor: Rose Petrucha Guest: Ruth Hughes

Call to Order

Meeting was called to order at 6:45 pm. Quorum was noted.

Minutes to the Feb 9th meeting were approved.

Tonight a status report from the each of the Plan-Development Groups will be asked for. And the Chair passed out the Executive Summary from the Madeira Beach Plan that she had “changed” to reflect Davis Islands as an idea-producer for each of our groups. The reason given was to give some ideas as to the items we would need to address within our individual groups. To be used as a guideline.

Charner suggested that the guideline was somewhat premature and suggested that we each move on in our own direction and come back to looking at the guideline.

Unfinished Business

Charner Reese, Recreation Chair reported that her group had met twice. She passed out her agenda and pointed out the scheduled meetings of her group at the bottom of the page.

She next passed out the framework for her group. She reported that they planned to meet six more times and was using June as a fallback if they needed more meetings. Their goal is to finish their goal after six more meetings. The next meeting is March the 15th and she passed out the agenda for that meeting.

In the first meeting they went over everything, from a recreation perspective that had been accomplished in two years. She sent the participants away with homework. She gave them the values, what the percentages were, and also the VISION, also the history work for Parks & Recreation. She asked that they read it and become familiar with it. The second meeting they developed “themes” out of the VISION statement. At the third meeting, they will be discussing Preservation ideas (Water views, parks and open-space preservation, etc.) and Connectivity.

It was agreed that proposal options would be necessary in the plan presentation. Charner agreed that she would talk to the Y and see what their plans or thinking is about putting a satellite here on the Islands. Lisa DeVitto suggested that each organization’s on the Channel should be explored as to future use of these areas in the future if they no longer existed.

Gary Brown, Commercial, reported that he had had three meetings. The first meeting was fully attended, the second meeting he reported that he had one person in addition to himself, and at his third meeting, he had two people in addition to himself. Out of the first meeting they did do homework assignments, very similar to Charner’s format. Everyone took a part of the VISION statement and broke it down as it relates to the Village Center and/or commercial uses. He has done a full comprehensive outline, which he did not pass out but said it was not ready to be discussed. Basically taking the VISION statement and breaking it down in an outline that will lead towards what Charner is doing here with her options for achieving the VISION. That will be the next step. He passed out the outline that Jeffrey passed out including his perception of the items but he stated that it was just a draft and that it still had a ways to go. The first issue is very simple maps that will indicate land uses and zonings. There are only four zonings on the entire Islands. There are only two general land uses. The actual uses could be just a listing of the existing businesses and where they are on the map. The only reason for doing this in graphic form is if you are trying to show someone a concentration beyond a conceptional map, but it is just what it is today not necessarily what it will be 25 years from now. But it will be a starting point, or snapshot. Part three would be the same as Charner’s part six. One of the things that was discussed in their last meeting, especially as we move through the Village Center, these milestones prior to the final Town Hall meeting and reevaluating with the different commercial organizations on the Islands. We will bring the business owners up-to-date, getting them involved in the overall process, property owners of the businesses and possibly the government agencies. Then after having the meetings with the business stakeholders and getting their input then have the final voting meeting on the PLAN rather than just bring it out at the last meeting. The next meeting is scheduled for Tuesday, March 30th at the conference room over Pipo’s.

Gary brought up that he was not sure how all the bits and pieces would be put together. As an example he brought up that residential is residential and traffic is traffic Islands-wide. Commercial have traffic issues and surrounding residential so he was not sure how the overlap is going to play out. He exampled: Commercial has a traffic problem, “take it away Jeffery.” Charner suggested that where the “overlaps” and “gaps” will be brought together is within our Task Force meetings.

It was generally agreed that communication between groups for overlapping issues was the way it needed to be done.

The Task Force discussed the issues that might rise over the current Long Range Land Use Map on Davis Islands; Zoning vs. Density provisions for long-range uses projected by the Planning Commission. The Chair brought up how Madeira Beach Plan indicated that many of the current houses were outside of what was wished as conforming houses and they recommended that all existing homes be put into an overall “conforming” category. It was suggested that what is happening on Davis Islands is land/home owners are requesting variances that are being granted by the Council and the zoning that is being put on them is “PD”. As a result of that, we are getting more and more residential areas in a non-conforming aspect of what our future plan would like it to be and the zoning is being set-up for changing with each variance request and we won’t know what the “standards/zoning” is without referring to records in the City. All agreed that this issue should be addressed in the Residential group.

"Water-Gap" Issue

There was much discussion on the “Water-gap” we have in the VISION. It was discussed at length and it was agreed upon to have the Residential group cover the canals behind houses on the Islands and Recreation would cover the Seaplane Basin and environs along with the Marjorie Park Yacht Basin.

Lisa DeVitto, Residential group is moving very slowly. Shelia and she had met but not met with Gerry. Shelia and she have been focusing on trying to get some people with expertise to help them. They have gotten a commitment from Jeanne Wolfe. She reported that she had been trying to get an apartment person to work with them. They contacted Mark Sultenfuss and he did not have time to commit. Ruth suggested that she might find apartment owners that might be part of the group. Charner suggested to Lisa that she needed to “tag” those “elements” in the VISION statement, which mostly are ethereal and put into the residential portion of the plan. One of the issues is how much is renting apartments (multifamily), owning costs of single-family vs. multifamily on the Islands. In terms of esthetics, what houses we have on Davis Islands as in Mediterranean style, two story, etc. wanted to quantify what we have now.

The Chair asked Lisa what she expected to have by the next Task Force meeting. Lisa stated that she would have a time-line; a list of people who will work with us; an outline better showing what we are going to do. The Chair asked if Lisa would consider having a meeting between now and then. She responded yes.

The Chair asked that each of the groups let her know when they were having meetings so she could email interested stakeholders of the upcoming meetings.

Jeffrey Siewert, Transportation, reported that he had had one meeting so far consisting of Lee and himself. However, there is a meeting scheduled every other week starting the 10th of March, which is a Wednesday. The Chair will reserve the Tennis Courts’ Meeting Room and send out emails to stakeholders. Jeffrey suggested that once he got organized that he could follow Charner’s outline pretty well.

Charner suggested that we didn’t much push this past June because the Task Force needed to work on the accumulated data through the summer to have some thing together for the fall.

New Business

The Chair reported that she had sent the VISION statement and Concept Map to TGH, HCC, HCAA and the Civic Association for their written Endorsement with exceptions, where and if necessary. Susan Hardman reported that HCAA had approved it through their executive committee. John Dunn, when he received the Concept Map, stated that the greenway behind their Rehab Center and Helicopter Pad was totally unacceptable. Gary noted that was why we needed to meet with the various organizations. Charner would like to present pictures, some before and after produced by a professional. Gary suggested that before she got to that point, he’d love to hear what the concerns are. Charner replied that she had the concerns in her Study Circle meetings. She also stated that before & after photos would give a better picture to the objectors and if we can’t get over them then we just take them out and perhaps put in that in the future if something changes with the objectors’ property, then consider putting in the walkway.

The Chair reported on the upcoming County Neighborhood Associations Convention on March 27 at HCC’s Dale Mabry Campus. She had been asked by Terry Cullen to present a talk on our Task Force activities. She asked if any the Task Force could come to do so.

The Chair reported that John Lawson wrote a letter, disagreeing with us in our VISION statement that D.P. Davis viewed Davis Islands to be a pedestrian neighborhood. The interesting part of the communication was that he is a retired land use attorney and had done quite a bit of research for the City to get the parking garage for TGH. The Chair asked if the Task Force agreed that publishing positive and negative communications in the DI News acceptable. It was agreed to do so. He might be a great resource person for Charner.

Renee suggested we have a resource list of contacts that each of the Task Force members have and send them to Lee and she will compose a list of names, numbers and area of specialty to the rest of the Task Force. It was agreed.

April the 12th is the next scheduled meeting. Rose Petrucha suggested that it might be changed, as the second Monday of the month was busy for the Planning Commission. The Task Force agreed to meetings held on the first Monday of the month. Charner would change her Recreation meetings.

Meeting was adjourned at 8:15 pm.
