Davis Islands Neighborhood Planning Task Force

Working Meeting
March 31, 2003
Tennis Courts Meeting Room

Present: Lee Medart, Gary Brown, Jeffery Siewert, Renae Tvedt, Renae Meehan, Shelia Spicola, Charner Reese, and Rose Petrucha and Terry Cullen– Planning Commission Advisors.

Absent: Luke Rosa, Lisa DeVitto, Lorraine Smith, and Phyllis Pacyna (All Excused) Dennis Cavenaugh

Call to Order

1. Chair called Meeting to order at 6:50 pm. Quorum was noted.
2. Minutes for the March 31st, 2003 meeting were approved with no corrections

Chair Report

The Chair reported on a meeting she’d had with Shannon Edge, Neighborhood Liaison for the City of Tampa.
· Turned in the resignation of Henry Gill to be approved by the Council.
· Turned in the Gary Brown, Renee Meehan and Phyllis Pacyna’s names to be approved by the Council as additional members of the Task Force.
· Talked to Shannon about our being able to raise and hold monies for this process. I explained that it was a legal question and had asked the legal department to answer it since January 2003 and had gotten no response as yet. She said she would check with them to get an answer.

Items

1. Jeffrey brought up the email that Lisa DeVitto had asked to be put on the agenda which spoke to it being more effective for DICA to participate more fully in the Task Force process before choosing one idea out of those that have been discussed. Charner suggested that we meet with Rudy and talk to him about the plan and what the process is all about and try to bring them on board. The chair asked the members as to what they thought about Charner’s idea. There appeared to be a consensus to follow through with her idea. (Note: The Chair realized as we were leaving the meeting that we had not determined who was to get a meeting with Rudy and asked Charner to get an appointment and select the representatives from the Task Force to speak with Rudy. She agreed to do so.)

2. Gary suggested that we go to each of the organizations on the Islands such as the Junior League; Yacht Club, etc. and give a presentation to them about the process and how the plan is being put together. The Task Force supported the idea in that it had been suggested that we go to the meetings of all the major stakeholders and give a short presentation of the process Gary asked if the Chair had a list of major stakeholders and she is to send it to him.

3. Terry suggested that in lieu of having everyone join in with the process, the next best thing is to have everyone trust you to put the plan into place. He explained that there is a lot of excitement in the beginning and a lot of excitement at the end, but it is down in the middle, which is where we are. At this time we need to keep the communications going with all these groups and maintain their trust and not be seen as a threat. We will go back into the community several times to validate the communication that we have.

4. The Chair read the letter of response to the DI Garden Club for comment. There were minor suggestions and she commented that she would make them send it out the next day.

5. The Chair brought up the Awareness Day Program that we participated in and presented a ”preview” videotape to Jeffrey who was the moderator of the show. The airing dates will be emailed to the Task Force. The TV shot at the community-wide meeting is dark so it’s not sure it can used but the TV studio is working on it.

6. The Chair stated that she thought it important to get more survey responses so she had negotiated with the DI News about “stuffing” the survey into the June publication. She asked if the Planning Commission could print the surveys for the newspaper and it was too expensive for them to do so. Plan B was explored in that the Davis Islands News would print the copies in the center of the newspaper. The Chair would explore that option.

7. The Chair asked if the survey results could be given to John Dingfelder as he requested it as well as Shannon. Terry suggested that we not give out pieces of the results but rather wait until it’s presented to the community as a whole.

Unfinished Business

1. The Task Force discussed the aspects of the community-wide meeting, the positive and negatives so that future meetings would be open to the more of the residents:
a. Thursday night sailing at the Yacht Club after Daylight-savings time starts and until it ends.
b. Making sure of other community meetings not being scheduled in the same week as ours.
c. A lot of residents have summer homes away from Davis Islands and they leave in April and don’t return until October.
d. It was suggested that we have the next community-wide meeting in October instead of September as the calendar states now. Rose suggested that if we have the community meeting in October, perhaps we could have a presentation at the DICA meeting in November. It was generally accepted that we’d see if we could have one during their meeting.
e. Terry suggested that we should change the front part of the meeting as people were going to that before they went over to register.
f. Everyone agreed that we’d gotten nothing but good comments about the meeting from the participants.
g. Terry handed out the comments on each of the other exercises at the meeting.
He assigned writing out the comments to various Task Force members:
1. Shelia took the comments recorded for the pictures.
2. Renae has the metaphors.
3. Gary will compile the comments from the routing maps.
4. Charner & Jeffrey will work together on the maps. Take the notes and look at the maps and draw some conclusions and write them up. Jeffrey will scan the maps and create an overlay.
5. Lee will put in the survey totals. The Chair indicated that she had given surveys to Barb Izzi for Adalia Condos; Ted Bahn took some for the Chateau Condos; and she hoped to get some passed out at the One Barbados Condos.

h. The Chair asked if the Task Force would like to have business cards to hand out to people as they talk to them giving how to get in touch with us? They agreed that would be nice. And she also stated that before she came up with the newspaper idea, she was going to ask if each of the Task Force would commit to handing out 100 surveys. A number of the Task Force members thought that handing out the surveys was “warmer” and we’d get more responses but it was thought to wait and see what returns we get from the newspaper if we get the surveys in to it.
i. The Chair stated that she wanted to document a concern she had for us to be thinking about. This Island is made of marl and we have very thin topsoil on the Island. Also, we’re in a flood zone. The more impervious surfaces on the land the more problems we’re going to have with water and it’s something we should think about in terms of density. She stated that she didn’t know if that was an environmental or geology concern. Gary had some thoughts on this issue and offered to teach the Chair something at a lunch date.

New Business

Charner handed out some brochures that were on sustainable neighborhoods program that the city use to have.

Next meeting

It was decided that our next meeting would be held when all of the results are compiled so that they can be discussed. A deadline on survey entries was set at June 16th. The next meeting will be held June 23, 2003 – same time same place.

Meeting adjourned at 8:35 pm.
