Administrative Meeting MinutesDavis Islands Neighborhood Plan Task Force Present: Lisa DeVitto, Shelia Spicola, Henry Gill, Dennis Cavanaugh, Charner Reese, Lee Medart, Lorraine Smith, Renae Tvedt, Rose Petrucha, Gene Boles Absent: Jeffrey Siewert (excused) Meeting was called to order at 6:05 pm. Quorum was noted. Approval of minutes for August 5, 2002 meeting was postponed. It will be addressed at the next meeting. The Chair announced that the purpose of the meeting tonight was primarily to train facilitators for the upcoming Study Circles. The short administrative meeting would be from 6 - 7 pm. The Training from 7 - 9. The Chair brought up under Unfinished Business that the tasks accepted by members about a month ago had not been addressed and that she had asked Sue Trummel to contact everyone to get an idea of the tasks' progress and as a reminder to the members of the tasks. Lisa DeVitto - Reported that she had look at the email from Andrea Zelman the Chair had sent her about the Sunshine Law. Lisa stated that she was still searching for authoritative opinion on the types of things we want to do such as dividing up names for each of the members for a calling tree (i.e., getting together to do this). Chair suggested that an already divided list of people stating that they are interested in study circles could be sent through email to the members. Gene Boles stated that he didn't think we were in any trouble talking about administrative things as long as we didn't discuss them by email or together. The Chair suggested that Lisa write to the State Attorney asking specifically if our organization should be under the Sunshine Law. She agreed. The next subject was the "Good Neighborhoods" summary from the website's 28 pages. The Chair suggested that it would be a good idea to put this summary of what makes up a good neighborhood into the Davis Islands News for October issue since we will be getting into the study circles during these upcoming fall months. Lisa agreed that she could accomplish that before the 20th of September. The Treasury Question: As a group can we hold monies? It was generally accepted that we could not but rather another "chartered" group would have to hold the monies we might collect. The Chair asked Henry Gill if he could address the Civic Association about accepting that task for our organization. He agreed that he would. He also suggested that if we wanted to do a mailing to all the residents of the Islands, that we use the mailings of the Civic Association. He stated that the next mailing would be about 60 days before their Annual meeting in November and that perhaps we could include our study circles' meetings in that newsletter. Lisa asked if the Civic Association and the Chamber offer to pay for a mailing for the task force. Shelia Spicola was asked to report on her communications with other neighborhood planning groups. She reported that she spoke to the City of Port Tampa and Seminole Heights and because they were neighborhoods "at risk", the City and the Planning commission paid for everything they did so they did not have a "budget" or out of pocket expenses. Rose reported that a neighborhood group donated the cost of mailing when the City had no more monies in the budget for mailings. Gene Boles & Rose Petrucha were asked if they could compile a basic projected budget for us based on the schedule of tasks we have on our timeline. They agreed. Collaboration: Shelia reported that the two neighborhood groups she spoke with enthusiastically stated that they would like to meet with us. She plans to speak to others if she can get contact names, etc. Shelia agreed that she would get a date for us to meet with the other groups. Gene Boles reported on his meeting with Linda Saul-Sena about possible city monies for designer costs etc. Linda agreed to arrange a meeting with herself and the appropriate administrative people, as the City Council is not the originator of financial expenditure for the City. Gene said he'd get back in touch with her to set-up such a meeting. They do have contracts with planning people and he wants to find out what the rules are about getting some of the funds directed towards design efforts for this project when we have identified such need. The picture preference survey: Doug Martin has agreed to work on defining the pictures to be included in that survey and Gene has yet to speak with him about that and will speak to him tonight. Jeffrey Siewert: Has the dates from everyone for the proposed Study Circles. Since he was absent, the Chair stated that she would ask him to put those dates out on the email so we would have them before the next meeting. Lorraine is designated Study Circle Coordinator so she needs those dates to confirm meeting places as well as Rose for purposes of scheduling Commission staff. New Business Charner suggested that we get Ray Chraramonte from the Planning Commission here to speak to us or to the stakeholders. Rose said she'd arrange a meeting for us. Adreus Duany may be able to come to speak to us - His presentation to Temple Terrace was very good. The Chair will investigate. Next Meeting Scheduled: September 16th Transportation - Tennis courts. It was suggested and agreed to that we fold the two tables up and put out more chairs at the Tennis Courts for expected participants. Another Admin meeting was proposed before the September 16th meeting. It was left that if the Chair felt that another meeting was needed that she would send out emails to that effect.
