Roy Jenkins Swimming Pool
Budget for next year, 2003, contains a proposed $2 million renovation of
Jenkins Swimming Pool. It will never go beyond proposal status unless the
people of Davis Islands let the Mayor and City Council know that they want
the renovation done. One purpose of the Neighborhood Plan is to let the
City know what the people of the neighborhood want. It's not that the City
doesn't know what needs to be done but rather which items are priorities
for the people.
Question: Are there any city pools open year round for adult swimming
and will Jenkins be open year round after the renovation?
Answer: 4 out of 13 public pools are currently open year round. The goal
of the City would be to keep Jenkins open year round because pools are
easier to maintain when open all year.
Q: What will be done with the little piece of green land to the south of
the pool?
A: The City would like to build a recreation building with a functional
room of 2500 sq. feet but that would trigger DCF, zoning and parking concerns.
Q: Could such a building be used for a teen lounge?
A: Yes, that would be appropriate, but parking and staffing would be an
issue.
Q: Could Jenkins Pool be designated as historical?
A: Yes, if the renovation is approved as a budget item then application
for historical designation will be made. The City will try its best to
retain the pool's architectural integrity, though that will make the renovation
more expensive. But some changes will have to be made to make it functional.
Little League Field/Playground
City has given $100,000 of $400,000 raised for that project. There are
new rest rooms and a new concession stand. The City has ordered new light
shields for lights around ball fields in response to concern expressed
by neighbors of the Field.
Q: What can be done about parking on both sides of street, which is against
the law?
A: Take that up with law enforcement. There are only 22 parking spaces
in the renovated playground parking lot.
Q: What improvements are being made to the playground?
A: The basketball court has been moved back towards the Channel and soon
a picnic shelter will be built next to it.
In the 2004 - 2005 fiscal year there is a $60,000 improvement planned
for the Playground. There was concern expressed by the DICA board over
the City's proposal to put a pod on the side of the pool as a temporary
summer recreation center so a room in the pool building was patched up
and used this past summer. If the picnic shelter is completed by next summer,
it can be used for recreation.
Q: They’re seem to be a lack of adult activities at recreation
centers?
A: There are 21 recreation centers in Tampa that operate programs for adults;
the closest to DI is at Kate Jackson in Hyde Park.
Tennis Courts
In fiscal 2004 -2005 there will be CIT money to replace the current irrigation
system with an underground system, about a $300,000 project.

Seaplane Basin Park
Work on the park will begin in fiscal 2004 -2005 with CIT funds. a restroom
by the beach is proposed for next year. Then some palms may be planted
around the beach area.
Q: Can picnic tables be added to the Park area?
A: Yes, but the rest room on the beach would be first.
Q: Can some of the landscape planting in the park area be done with residents'
labor?
A: Yes, if the Neighborhood Association want to they can become involved
in initiating improvements.
Q: Can a soccer field be constructed in the Park?
A: A formal soccer field is not feasible for this park because of Aviation
Authority safety regulations.
Q: What about the boats anchored in the Basin?
A: The City plans to lease moorings in the basin and if someone moors without
a lease they would be removed.

Greenway Trails
The City of Tampa website shows the proposed Greenway Trails. There isn't
a proposal one for DI because the neighborhood has not agreed on a Trail
path. The City waits to hear from the community before implementing a design.
Q: Is the City interested in creating a Greenway trail north of the Ballpark
along Seddon Channel?
A. The Parks Dept. would like to see a Greenway Trail along Seddon Channel,
but currently there is no money for the Greenway along the east side of
the playground and the Garden Club has to cooperate for a Greenway to be
put across its property along the Channel.
Q: How wide are the Greenway Trails?
A: 3 to 6 feet depending on the environment.

Storm Water
There have been a number of storm water projects on DI, the Village project
being the most momentous. The entrance to the Bridge from Bayshore Blvd.
was elevated and work was done along Adalia and some other streets. DI
streets on the whole are 6.5 to 7 feet above mean high tide so there isn't
a problem with street flooding generally.
Q: Are there plans to remove the silt from the canals?
A: The courts and lawyers are addressing the issue. An answer should be
forthcoming.
Q: What if anything can residents do to prevent pollution of the Bay?
A: Stop the commercial lawn keepers’ practice of blowing leaves and
grass clippings into streets and down storm drains. It's against the law.
Also the run-off of fertilizer, weed poisons and soil erosion from yards
and building sites are major pollutants.
Q: Who has jurisdiction over speeding by boats and jet skis in the Canals?
A: The City Police Department has two boats for enforcement. They would
be the ones to call.
Star Project (reclaimed water for irrigation)
It's coming next year with major disruptions to streets and sidewalks on
Davis Islands.
